Proposal 1

Rule 21: Complaints

21.7 | The complaint shall be accompanied by a deposit of £50 and appropriate evidence. The requirement for payment of a deposit shall not apply where a complaint is submitted formally on behalf of an affiliated club by its Secretary or Chairman, following agreement by that club’s committee. The complaint shall confirm that it is made with the authority of the club’s committee. Anonymous complaints or evidence and / or complaints received after 30 days of the alleged incident or discovery of misconduct are not admissible. …

Proposal 2

Rule 21: Complaints

New 21.9 | Interim action

Where, in the opinion of the Executive, the nature or seriousness of a complaint is such that immediate action is reasonably necessary to protect the welfare or safety of persons or livestock, or the proper conduct of an NCC or affiliated event, the Executive may take such temporary and proportionate action as it considers appropriate pending determination of the complaint.

Any such action shall be precautionary only and shall not constitute a finding that the complaint has been upheld or a disciplinary penalty under Rule 21.15. It shall remain under review and shall cease upon determination of the complaint unless otherwise provided for as part of the outcome.

Nothing within this procedure shall prevent the NCC from referring any matter to an appropriate external authority or organisation where the Executive considers this necessary or appropriate.

Proposal 3

Regulation 4: Affiliation | Scope of affiliation

New 4.3

To qualify for affiliation, at least two persons with significant control over, or the ability to influence the direction and operation of, the club (e.g. the Secretary, Chair or other senior officers) must be members of the National Cavy Club.

Proposal 4

Regulation 4: Affiliation | Post event feedback

New 4.13 | Post event feedback

Affiliated clubs must advise the National Cavy Club, within 14 days of the show, of any significant or unusual incident arising at the show that they consider the NCC should be made aware of.
